Singapore's Foreign Workforce Policies: A New Era of Talent Attraction and Retention

Singapore is set to introduce a groundbreaking work pass program, the One Pass (AI and Tech), designed to revolutionize the country's approach to attracting top talent in the fields of artificial intelligence and technology. This initiative, unveiled by Manpower Minister Tan See Leng, aims to strengthen Singapore's position as a global leader in critical and emerging technologies.

The One Pass (AI and Tech) is a five-year work pass, renewable for five-year periods, offering a more comprehensive and long-term solution compared to its predecessor, the Tech Pass. This new pass targets high earners in the tech industry, with a monthly salary criterion of at least $30,000, and individuals with exceptional achievements in various sectors.

To qualify, applicants must have a history of employment in tech companies, divisions, or venture capital firms. A tech company is defined as one that relies on proprietary technologies, scientific knowledge, and/or engineering as its core business. Additionally, the company must meet specific valuation or revenue thresholds, such as a market capitalization of at least US$500 million or annual revenue of US$200 million.

This new pass also introduces a unique salary criterion, allowing applicants to meet the requirement by combining their fixed monthly salary with non-cash components like employee stock options and share ownership. This flexibility is designed to attract highly skilled professionals who may not solely rely on a fixed salary.

Furthermore, the One Pass (AI and Tech) requires applicants to have a minimum of five cumulative years of experience in founder or C-suite roles or technical positions like senior software engineers. This experience must have been gained within the last decade.

Dr. Tan reported a positive response to the One Pass program, with over 8,000 individuals currently benefiting from it, contributing to sectors vital to Singapore's future economy. The scheme's success has led to a 'healthy growth' in talent acquisition.

In addition to the One Pass, Singapore is expanding its Non-Traditional Source (NTS) Occupation List, which includes eight new occupations in food services, social services, and air transportation. This expansion aims to address the challenges faced by domestic-oriented sectors, such as F&B, by providing access to higher-quality workers from non-traditional source countries.

The Employment Pass (EP) qualifying monthly salary is also set to increase from $5,600 to $6,000 for new applicants and renewals from January 2027. This change, as announced by Prime Minister Lawrence Wong, reflects Singapore's commitment to attracting top talent and maintaining a competitive edge in the global market.

Moreover, the S Pass minimum qualifying salary will rise to $3,600, with a projected increase to $4,000 to $4,500 by 2030, depending on local economic conditions. These adjustments demonstrate Singapore's proactive approach to adapting its workforce policies to meet the evolving demands of the AI and tech industries.
